Abstract

The institution of Al-Hisbah derived from the Islamic civilization and one of the enforcement units in Islam. It is to enjoin Al-Ma'ruf and to forbid Al-Munkar. Al- Hisbah is one of the component from the institution of Islamic justice in Islam and have a relation with the institution of qada', mazalim and shurtah. This research discuss about the concept of Al-Hisbah from the meanings of ulama' and orientalist and the development of this institution from the beginning of Islam till nowadays. The writer also elaborates the requirement of muhtasib and the scope of muhtasib jurisdictions. This research also focuses and discusses about the establishment and implementation of Al-Hisbah in Terengganu .It also mention about the importance and effect of Al-Hisbah to the Muslim society nowadays.
